Growing Our Rail Network 2018-2025
The Department of Transport has prepared a Victorian rail network plan for when the Metro Tunnel opens in 2025.
This plan includes an updated network map outlining how the rail network across the state will function when current major projects – including the Metro Tunnel, high-capacity signalling, High Capacity Metro Trains and the level crossing removal program – are completed.

2012 Network Development Plan - Metropolitan Rail
Consistent with the objectives of its formation in April 2012, Public Transport Victoria (PTV) completed a detailed examination of how Melbourne’s train system needs to evolve to meet the needs of the city and of train passengers in the short, medium and long term.
PTV presented the then Minister for Public Transport with the Network Development Plan – Metropolitan Rail (the plan). The plan was intended to inform government in its process of policy formulation and PTV recognised that government would set its priorities accordingly.
The plan was designed to:
- expand the capacity of the existing network to meet the growing needs of the city;
- redesign train services to maximise opportunities for seamless coordination with buses and trams; and
- extend the network to areas currently not served by metropolitan rail.
